Description: I recall that some hooded people led me into a large room with lots of devices. I saw one of them later at Carlos Light's, which aroused my memory. He said it's a fog activity counter, take a look.
Completed: This fog activity counter is exactly like the one I saw in the room full of devices. The lamplighter assembled it according th the Collector's drawings. This means that the hooded people also studied hte fog and had access to the Collector's inventions.
