- What you found was a "falconer's shackle". It reminds me of a story I heard from some friends who used to be hunters. They tame birds of prey by putting hats on them. It calms the birds down. That's how they get them to hunt other small animals. I wonder what the dealers are involved in. Look for "hawk hats."

- This "hawk hat" is brand new. There appears to be no evidence that it was used to tame a bird of prey. Does this mean that the "bird seller" intended to buy a bird of prey?
