Description: Let me start at the beginning to explain why I did this. A few years ago there was a fog approaching some areas of the city. Various solutions were proposed, but Director Black...if you could find a window that was boarded up, that would explain what happened.
Completed: Do you see the markings of the Security Bureau on the board? The director told people to evacuate immediately and we sealed off all the buildings. Eventually the fog never reached the area, but people were nevertheless not allowed to return to their homes. Director Black at the time did not listen to anyone.
