New Enemies?

Exploration Stage: Cozy Mezzanine
From: Detective
Description: You know, buddy, some newbies blame the Conductor for them being in the City. Maybe they’re trying to mess with him, so they came up with some kind of freezing thing? Let’s seek evidence pointing to the newcomers. Let’s say, a suitcase seal.
Completed: You managed to find a very interesting suitcase seal. At first glance, it’s real, but if you look closely, there’s something ghostly about it. The seal is tangible but like it’s about to melt. Strange thing. Let’s show it to Martha.
