If I were making a protective device against it, I would take a strong metal frame that protects my head as its foundation. Let’s find something like that.
Completed: Did you find a metal frame among the Doctor’s belongings? So my thinking is correct! The frame resembles part of a helmet. I’m sure it’s part of a protective device the Doctor designed to protect himself from the psy-werewolves’ influence.
