Claw Marks in the Archive

Exploration Stage: City Hall
From: Detective
Description: If the Doctor was planning revenge, why did he go to City Hall to steal documents and not just send his pack to his betrayer? Let’s find out what he was looking for. That shelf over there is ravaged by werewolf claws too. Let’s find the archive ladder to inspect the section.
Completed: Thank you for getting this archive ladder. It looks like it was damaged by the psy-werewolves too. Look, there’s a piece of a document stuck next to the claw marks on the step. Hmm... I’ll try to make out what’s written on it.
